EMC2 Group is a small business architectural firm with over 40 years of experience and a renewed strategic focus on Federal Design-Build delivery. Over the past few years, EMC2 has intentionally re-entered the Federal marketplace, building a responsive, integrated A&E team capable of supporting fast-paced Design-Build and task-order driven programs nationwide. Our mission is simple: to help Federal owners and Prime Contractors deliver facilities that are operationally ready, schedule-driven, and aligned with mission needs.

Design-Build Partner Model
EMC2 is intentionally structured as a Design-Build delivery partner. We integrate seamlessly into Prime Contractor teams, providing early design input, estimating coordination, constructability reviews, and schedule-driven design solutions that reduce risk and enhance proposal competitiveness.

Rapid A&E Team Assembly
Our pre-vetted engineering bench allows EMC2 to assemble complete Federal-ready teams within days, not weeks. This structure enables rapid response to RFQs, RFPs, and task-order opportunities across multiple agencies and locations.

SDVOSB Joint Venture Partner – Legacy Professional Services
Emc2 Group is proud to partner with Legacy Professional Services, a Service-Disabled Veteran-Owned Small Business (SDVOSB), through a formal Joint Venture to pursue and deliver federal projects, including work for the Department of Veterans Affairs and other federal agencies.
Legacy Professional Services is led by Service-Disabled Veteran leaders Albert “Yogi” Ybarra and Jose Tarango, who bring military leadership, federal contracting experience, and a deep commitment to serving those who have served our nation.

Albert “Yogi” Ybarra is a retired United States Air Force veteran with over 21 years of service, including serving as the INDOPACOM Joint Petroleum Manager, where he executed and managed over $700 million in infrastructure and fuel system contracts across the Pacific region, including Australia, the Philippines, Guam, Korea, and Japan. His experience spans the full lifecycle of federal construction and infrastructure programs.
After military service, Albert worked as a Construction Program Manager and later Capture Manager for an 8(a) federal contractor, overseeing project delivery and leading business development and federal pursuits. He is the founder of Legacy Professional Services, an SDVOSB and VOSB focused on federal contracting and project execution.
Yogi holds a Bachelor’s degree in Business Leadership, is a certified Project Management Professional (PMP), maintains an active Top Secret SCI clearance, and is currently completing his MBA. He is married with three children and enjoys traveling and attending sporting events with his family.
Jose Tarango is a United States Air Force veteran and founding member of Legacy Professional Services, where he provides operational leadership, financial management, and strategic execution for federal and commercial projects.
During his military service, Jose served as a Small Service Contracts Manager overseeing procurement, compliance, and contract administration, and completed two tours in Iraq in support of Operation Iraqi Freedom. Following his military career, he built over a decade of experience in the oil and gas industry specializing in project controls, cost management, forecasting, and capital planning, supporting more than 100 capital projects totaling over $1 billion in project value.
Jose holds a Bachelor’s degree in Finance from New Mexico State University and brings extensive experience in financial planning, risk management, and project lifecycle management. He is married and a proud father of four children and is committed to disciplined leadership, long-term stewardship, and responsible growth.


TRIBAL & 8(a) DELIVERY ALIGNMENT
EMC2 has a long history of successfully delivering facilities for tribal communities and culturally significant sites. Our teams understand the importance of sovereignty, cultural integration, community engagement, and partnership-driven delivery that define successful tribal and 8(a) programs.
Representative tribal experience includes the Tuba City K-5 School for the Navajo Nation, a $17.5M replacement campus designed to reflect traditional Navajo beliefs through building orientation, cultural symbolism, and community-centered planning, and the Whitewater Teacher Housing community for the White Mountain Apache Tribe, a $28.2M residential development providing 25 units of workforce housing delivered through a collaborative CMAR model.
Across these projects, EMC2 has demonstrated the ability to integrate cultural values with modern delivery methods, coordinate complex infrastructure systems, and partner effectively with tribal owners, construction managers, and funding agencies.
Today, EMC2 is committed to supporting tribal and 8(a) Prime Contractors as a trusted Design-Build delivery partner, bringing mission-ready teams, rapid response capability, and culturally informed design to Federal and tribal programs nationwide.
